정부와 경제계가 강하게 반대해 온 노란봉투법(노동조합법 2·3조 개정안)과 방송3법이 더불어민주당 주도로 9일 국회 본회의를 통과했다. 노란봉투법은 민주당과 정의당 등 야당 의원들만 174명이 투표에 참여해 찬성 173명,노조에파업손배청구힘들어져재계노란봉투법통과강력반발 기권 1명으로 가결됐다. 민주당 비명계인 이원욱 의원이 홀로 기권표를 던졌다.

노란봉투법은 노사 관계에서 사용자 범위를 근로계약 당사자뿐 아니라 “실질적으로 근로조건을 지배·결정할 수 있는 지위에 있는 자”(원청기업)로 확대하고, 불법 파업 손해배상 책임을 조합원별로 귀책사유·기여도에 따라 정하도록 함으로써 노동조합에 대한 손해배상 청구를 제한하는 것이 핵심 내용이다. 노동계와 야당은 노조에 대한 무분별한 손해배상을 막고 노동권 보장을 위한 법이라고 주장하지만, 경영계와 정부·여당은 불법 파업을 조장하고 산업 현장에 혼란이 야기될 것이라며 반대해 왔다.
